The Proterra-powered C2 Jouley made its debut at the 2018 National Association for Pupil Transportation Conference and Trade Show.

The bus is also called Thomas Saf-T-Liner eC2.

Jouley is powered by Proterra electric vehicle technology and configured with 226 kWh of total energy capacity, a two-speed transmission and a TBB-estimated operating range of up to 135 miles. Jouley can charge in about three hours with the Proterra 60kW DC fast charging system and can supply power back to the power grid using vehicle to grid (V2G) technology.

On May 5, 2021 Thomas Built Buses (TBB), its exclusive Virginia dealer, Sonny Merryman Inc., and Proterra Inc ("Proterra"), celebrated the delivery of the 50th Saf-T-Liner C2 Jouley battery-electric school bus. The milestone delivery went to Loudoun County Public Schools in Virginia.
